Local conditions
Sarpy County adopted the 2018 IRC by Resolution 2024-150, effective June 4, 2024. Published design criteria: 115 mph three second gust at Exposure C, 30 psf ground snow load, 42 inch frost line, negative 5 degree winter design temperature.
Newer Papillion subdivisions built on former farmland behave like Exposure C. Older streets with mature trees behave closer to Exposure B, and the building official makes that call.
Two of those numbers have nothing to do with your door. The 42 inch frost line governs footings and the 30 psf snow load governs your roof. Anyone presenting those as door specifications is not being straight with you. The negative 5 degree winter design temperature is the one that matters, and only if the garage is attached or has living space above it.

Papillion administers its own permits and is not on the county system. The city adopted the 2018 I-Codes by Ordinance 1885, amended by Ordinance 1934, and the 2023 NEC by Ordinance 2027.
